CAPR 60-1, 19 October 2005 , is supplemented as follows:
This publication applies to units and members of the Alaska Wing CAP.
Paragraph 2-1g. Add the following to the end of the paragraph:
2-1g. A minimum aircrew of two persons (pilot and observer/scanner) is required for all search or reconnaissance missions. At no time will a pilot fly solo on a search or reconnaissance mission.
Paragraph 2-1i. Add the following to the end of the paragraph:
2-1i. Within the Alaska Wing, the requirement of a raft in the aircraft has been waived by NHQ/DO.
Paragraph 2-2b. Add the following to the end of the paragraph:
2-2b. The following constitutes the Alaska Wing Commander authorization for the Alaska Wing aircrews, operating ski or float-equipped aircraft, to use civilian airfields not listed in the current FAA Airport/Facility Directory.
(1) The authorization to use civilian airfields is granted only for actual and authorized SAR/CD missions.
(2) This authorization does not relieve aircrews from the responsibility of ensuring that written permission has been obtained from the owner/operator of those areas prior to using it.
(3) The Pilot in Command (PIC) of an aircraft still bears final responsibility for the SAFE OPERATION of that aircraft and therefore must ensure that the following conditions are met:
a. The landing area is safe in regard to length, size and obstructions to landing and takeoff.
b. The aircraft is properly fitted and suited for the operations conducted.
c. The PIC has been properly checked out, is current, and has received CAP instruction in that aircraft in the landing/takeoff conditions being used.
Paragraph 2-7. Add the following to the end of the paragraph:
2.7. All methods of reporting aircraft hours must be standardized in the Alaska Wing. All hours will be recorded as hobbs hours on all financial and agency support forms. Hobbs hours will be used on all of the following forms: CAPF 18, CAPF 82, CAPF 84, CAPF 108, all proficiency flights, and fuel receipts. If the aircraft being used does not have a hobbs meter, then multiply tach time by 1.2 to equate the hobbs hours. Example:
2.0 tach time
x 1.2 conversion
2.4 hobbs hours
For maintenance purposes only, tach time will be used (i.e. CAPF 71, AKWF 7, oil time and 100-hour inspections). If the aircraft being used does not have a tachometer, then divide hobbs time by 1.2 to equate the tach time. The help alleviate confusion, hours recorded should have an “h” for hobbs hours or “t” for tach time annotated behind the number recorded.
Paragraph 3-5a. Add the following to the end of the paragraph:
3-5a. Before an the initial CAPF 5 check ride in a corporate plane is administered, the pilot must first have a signed CAPF 5 from an instructor pilot recommending him or her for the CAPF 5 check ride. The instructor who does the recommendation sign off cannot also conduct the CAPF 5 check ride
Paragraph 3-5k. Add the following paragraph:
3-5k. All of the following requirements must be met prior to receiving a CAPF 5 in the DHC-2 (Beaver) on floats within the Alaska Wing in addition to the requirements listed in CAPR 60-1. However, the Alaska Wing Commander may grant a waiver for any of these additional requirements on an individual basis provided that that the request is initiated in writing from the requestor’s unit commander. Each pilot must have:
(1) 200 hours as CAP PIC or 18 months of active CAP participation and be mission rated.
(2) 500 hours total PIC.
(3) 25 hours seaplane time.
(4) 25 hours high performance time.
(5) 10 hours training in a DHC-2 on floats.
(6) 50 take-off and landings in a DHC-2 on floats.
(7) A current CAPF 5 in a DHC-2 on wheels.
(8) An instructor’s recommendation for a CAPF-5 in a DHC-2 on floats.
Paragraph 3-5l. Add the following paragraph:
3-5l. If a seaplane rating is sought in a CAP aircraft, a recommendation for a CAPF 5 must be on file at Alaska Wing HQ/DOV or with the Wing Commander prior to the FAA check ride.
