Explanation on RCC personnel as authorized passengers
1.From time to time questions come up and are presented to this office for clarification. We will do our best to answer all the questions to the best of our ability. Below is a issue that came up concerning Rescue Coordination Center (RCC) personnel in CAP aircraft.
2. CAPR 60-1. para.2-6.d. says authorized passengers are “Military personnel (active, reserve, and civil service) while performing official duties in conjunction with the CAP”.
This means that if the RCC requests participation of one or more of their personnel during an actual mission or during training flights, they may act as crew members or passengers in CAP aircraft “while performing official duties in conjunction with the CAP”
3. This should clear up some of the questions about the regulation and its application.
