MEMORANDUM FOR CAP/AK WING SQUADRONS

FROM: CC

SUBJECT: Policy Letter No. 21

                  Alaska Wing Hangar Utilization Policy

1. This memorandum is to state the Wing policy regarding the use of Alaska Wing Civil Air Patrol hangars, or similar facilities for both corporate aircraft and member owned/furnished aircraft (MOA).  By definition;

(IAW CAPR 60-1) a. CAP Aircraft. Any aircraft (either member owned/furnished or CAP corporate) used in a CAP flight activity.

2. The utilization of hangar or aircraft sheltering structures by member owned aircraft

    may be permitted under the following conditions/circumstances only:

     a.   The MOA is registered with the Wing for use during a mission.

b.      During the course of a CAP mission when deice, protection from severe weather, or to perform mission essential maintenance/repairs.

c.       During the course of sensitive missions when additional security may be a necessity.

d.      All such utilization of CAP facilities shall be approved in advance by the respective squadron commander and notification of such intended use forwarded to the Wing Commander for final approval,  not less than (3) three working days in advance.

e.       All fluids, solutions, and parts shall be removed from the facility by the member/owner. He/she shall be responsible for all activity during the time that the aircraft is in the facility. This shall include, but not be limited to, personal liability for property and safety.

f.        All maintenance/repair shall be in strict accordance with “d.” above. This shall exclude major maintenance, repair, or modification (i.e. annual inspections, etc.)

3. However, it has never been acceptable to use a corporate aircraft shelter/hangar for a member owned aircraft when a Corporate owned aircraft is left exposed. Aircraft sheltering facilities utilization is limited to CAP assets only. ( I’m not sure this sentence is required)

4. It is the policy of this Wing that no member owned/furnished aircraft will utilize an aircraft sheltering facility to complete any non-mission maintenance, repair, etc.

5. Departure from this policy may result in denial of future use of such facilities.

6. There shall be no deviation from this policy without the prior written permission of the Wing Commander.

                                                                        CARL L BROWN, JR, Col CAP
