SUBJECT: Policy Letter No. 25
Alaska Wing Promotion Policy and Pilot Crew Policy
1. This memorandum is to state the Wing policy regarding promotions. This policy pertains to senior member advancements, and does not affect cadets.
2. It has been the past practice to promote Senior Members in accordance to CAPR 35-5 as soon as they become eligible under the defined criteria. Though this practice was intended to reward active and participating members with recognition, respect, and appreciation for their dedication and commitment, the value of earned grade and the respect for the same has fallen off. Many members have worked hard and sacrificed personal time to serve in their capacities, while others have received promotion based upon the “calendar”. This practice is both a disregard for the hard work of many as well as a disregard for the purpose of rank/grade as well as the respect due the same.
3. The following policy is effective immediately, and all unit commanders will inform their subordinates/unit members of this policy.
a) Unit commanders will continue to promote IAW CAPR 35-5 up through 1Lt.
b) All promotions for captain and above will be reviewed at wing level as is the current practice.
c) Requests for promotion to captain and above shall be accompanied by a recommendation letter from the applicable unit commander. This letter should include current duty assignment and justification for the promotion requested.
4. Requests for direct appointments to captain or above, as allowed by the cited regulation, will continue to receive the endorsement of the Wing HQ under the following:
a) Those individuals are assigned and working in their profession within their respective units.
b) The requesting unit commander shall submit a letter of recommendation in addition to the required forms, as above.
c) Those that are not functioning within the unit in their specific discipline will remain at a grade commensurate with normal progression up to but not including the grade of captain.
5. All promotions to captain or above will additionally require a staff assignment within the member’s unit, either as a director or assistant to a director in order to exercise the privileges of the rank.
6. Prior to receiving any CAPF 91 and/or CAPF 5 checkride, individuals are required to hold a staff assignment within the member’s unit, either as a director or assistant to a director. To maintain CAPF 91 and CAPF 5 privileges, the member must function as either a director or assistant to a director for the duration of their membership.
7. There shall be no deviation from this policy without the prior written permission of the Wing Commander.
