CAPR 60-1 JUNE 2004,CH.4, FLIGHT RELEASE OFFICER (FRO)
1. Background.
During the Staff Assistance Visit (SAV) inspection conducted (8-11-06) by the
Pacific Region/PLR SAV team, the Alaska Wing FRO program wing was found somewhat
deficient in accordance with (IAW) CAPR 60-1 Chapter 4,and attachment 8. To
mention a few of PLR’s observations that require compliance, 1.) No
documentation was found that indicated FRO’s has taken the annual National FRO
test, 2.) No documentation that initial FRO training was accomplish, 3.) “That
FRO’s” are not likely to sign the CAPF 99 prior to the actual flight, 4.) The
units submit only one consolidated CAPF 99, a potential for improper release
procedures.
2. Summary. FRO’s
have a responsibility to assure to the best of their knowledge and ability that
the pilot’s meet and comply with CAPR 60-1, region and wing supplements to 60-1,
and wing Policy letter’s that apply to CAP aircraft and pilots flight. Although
FRO’s are assigned by their squadron’s, they are also responsible to the Wing
and must administer the FRO program IAW CAPR 60-1.
3.
Conclusion-Policy. Please insure that all your assigned FRO’s read,
understand, and will comply with chapter 4 and attachment 8 of CAPR 60-1 to
include the additional requirements:
- Each
unit will provide FRO training for their assigned FRO’s, and will announces
in
advance their
FRO training schedule so other close by unit FRO’s may attend the training and
receive credit for same training. The unit providing the training will provide
the wing DO a copy of AKWG 103 with signature attendance used for the FRO
training.
- The
individual must meet the requirements IAW CAPR 60-1,ch.4, para 4-5 and
document the training received to qualify as an FRO candidate.
- The
FRO must complete the National on line FRO test and submit the results to
his/her squadron.
- A
certificate of completion must be placed in the FRO’s training jacket and a
copy of the certificate will be provided the Wing Operations Officer.
- The
FRO must re-new his/her status as a FRO by completing the annual National
on-line FRO test.
- Each
unit will document and submit a listing of their qualified and assigned FRO’s.
The list will be submitted to the wing commander for his review and approval,
at least yearly and as changes are made.
- When
the approved FRO list is returned to the unit, the unit will post the FRO list
for their squadron information and will provide a copy of that list to the
Wing Director of Operations.
- It
is the responsibility of the FRO to maintain his/her qualifying FRO status and
submit the test results to their units for processing (this is an annual
requirement).
- The
unit will maintain an initial CAPF 99 at their base of flight
operations for the release of the all flights. It will be acceptable by this
wing if the unit/FRO wishes to maintain a separate 99 in his/her
personal possession for release of a flight, but again, the 99 in the personal
possession of the FRO must be signed prior to the release of the flight. (When
the unit submits the end of month 99 IAW wing procedures, all 99’s in the
possession of the FRO must be attached to the units initial CAPF 99 and
submitted along with the unit initial CAPF 99). It is acceptable for the
unit to consolidate all active 99’s into one form 99, but all 99’s activated
during the reporting period must be attached to the submittal form 99.
- It
is highly recommended that all the units initiate (if they haven’t already)
the TACTICAL RISK MANAGEMENT WORKSHEET-TRMW (contact Wing
headquarters for copy of the TRMW). Copies of the TRMW will be maintained by
the units and disposed of IAW CAPR 10-2, table 8(see disposal of 99).
4.
There shall be do deviation
from this policy without the prior written permission of the Wing Commander or
his designee.
