If these chemicals have harmed our workers and our military in the past, they may still be harming our military today. Should these 2 chemicals be banned?

What happened to Staff Sgt James Alford? http://www.valdezlink.com/pages/alford.htm#note He is not an isolated case. If these chemicals have harmed him, maybe continued exposure is what made an extremely severe neurological diagnosis?
