Outstanding Work Accomplished

  • Led the Alaska Federation of Natives (AFN) lobbying effort in 1974 to secure passage of PL 93-638, Indian Self-Determination and Education Assistance Act which recognized Alaska Tribes and provided contract authority to take over operations of the Bureau of Indian Affairs (BIA) and Indian Health Service (IHS).

  • Led the lobbying effort for AFN and RurAL CAP to create locally controlled schools which led to the passage of Senate Bill 35, which created Regional Education Attendance Areas and decentralized the State operated school system and BIA schools.

  • Wrote with David Case a study of the "Special Relationship of Alaska Natives to the Federal Government" proving that Tribes do exist in Alaska.

  • Built Kake Tribal Corporation to one of the top 49 Alaska companies for four consecutive years.

  • Led Alaska Legal Services Corporation as the only Alaska Native and non-attorney Executive Director in 1979-1980.

  • Initiated and secured the passage of a bill in the US Congress to exchange Kake Tribal land and protect a critical watershed for the community of Kake.

Alaska Federation of Natives Employee of the Year, 1976 - For outstanding work securing U.S. Congressional passage of PL 93-638, Indian Self-Determination and Education Assistance Act and State Senate Bill 35, Creating Local Controlled School Systems in Native communities.
